You might want to try changing your ide cable. Try loading windows with as little hardware in the machine as possible. I would say, video card, mobo, memory, floppy,cdrom,hard drive, power supply. That's it. Any additional cards, pull them out during the install.
Possible memory problem. Could even be the memory on the video card.
