If you reinstall your old hard drive, does it boot up? If so, then you dont have an OS installed in the new drive. The win98 start up disk will not install win98. You will have to format the new drive then install the win98 from a "WIN98" cd. The start up floppy does not have an OS on it. It is just a trouble shooting guide. When you put the new drive in, check the connections. jumper settings normally will not cause this problem..Set the drive to master.
