you can't convert SCSI to IDE. You will need to slave the IDE to an existing IDE hard drive, or get an additional controller.

IDE is not OS specific
Is it for a PC or a MAC
You will need system installation disks + any other software to make it "useful"

not difficult to do.. but depending on your computer literacy I suggest going to a good book store to buy a book on building and repairing pc's. is worth it in the long run.
