I don't live in the USA so I don't know what kind of equipment you get from Fry's, but for $399 I don't think it's going to be of premium quality.

In terms of building your own PC, I personally believe it's a question of being well prepared and understanding what is needed.

The AMD website (http://www.amd.com) has a PDF file of a document which explains how to build an AMD Athlon PC, and many of the basics will be the same.
Also, http://www.tweak3d.net have also recently done a feature on building your own PC.

Providing your husband understands the risks of static electricity and proper grounding, which I hope he does since he has done upgrades in the past, then building your own PC is not an overly difficult task. These days everything plugs into slots and sockets and goes together quite easily.

If he is determined to do it, then just make sure he reads up about it thoroughly.
