The hardware you choose will vary depending upon your budget and what you will want to do under Windows and Linux.
Let us know what you want to do with the machine, and how much you can afford to spend on it.

As for which program to use to dual boot. If you are using WindowsNT/2000, then I find the easiest way is to make an entry in the NT boot menu (there is a MINI-HOWTO on this at www.linuxdoc.org).
If you will be using Windows95/98 then using LILO is fine.
Also, what distro of Linux do you intend to use. Some come with 3rd party boot managers.
