There is no safety requirements that I am aware of that shields of data or video (in case of Low Voltage: safe for users and or operators to touch) have to connected to earth ground.

I have found out that an isolated connection to chassis through BNC or F connectors body (bulkheads) works better from RF performance point view as compared hooking up bulk heads to chassis connectios through traces or planes on the PCBs. This last statement might require visual/graphic demonstrations to clarify!
