A floating ground, is one where the zero volt reference level of the system is isolated from anything else. The same concept is used in any system (motor vehicles, portable radios, etc etc) where the power supply & reference ground (i.e. the car chassis) is self contained.
If two systems which use floating grounds are to be electrically conected, then the 0v reference of each system must be contected to each other.
