I know this post was some time ago, but I think it clearly shows some misconceptions about what EMC is...

First, you should understand that there is no such thing as a "specific vaule for emc".
Electro-Magnetic Compatability is an entire subject.
You will need to identify the product family, i.e. GSM, TACS, AMPS etc etc. Then you will find that there is a specific set of radio performance documents, and hopefully they will set requirements for EMC performance. Most of these tend to refer to ITU-R SM.329-7, which is a widely accepted standard. There are also other areas, dealing with non RF specific issues, such as radiation & suseptabilty of power lines & power supplies, data lines etc etc.
But the most important source of information is the product family standards.
