If you conduct flying probe ATE tests, can you not measure Vcc on each chip at it's actual pin, and ensure it is at proper Vcc? If it is functioning through the surge diodes I imagine there would be a 0.6V drop. This would only fully work if the chip is not in a socket - otherwise it would only prove that the socket pin has power.
