There are several EMC computational techniques available now a days such as FDTD, FEM, MoM and Transmission Line Method (TLM), depending upon design, an appropriate/applicable techniques should be chosen. However, your question if PSPICE could be used after one or more simulation techniques are applied; PSPICe would give you information about how to control within certain amplitudes, over shoots and under shoots on high frequency signal lines including clock line, which is very critical from system functionality point of view and it may or may not have an impact on EMC concerns.
