You can try and measure the radiated field from a mobile phone base station with an electromagneic field survey meter, such as those produced by Narda or Holaday. If you are more than a few meters away, you will not find anything as the field is so small.

You can get the specification of the output from the operator, and then use normal engineering considerations for the frequencies involved. There is nothing magic about mobile phones.
