Except for vias and pads for your components, make top and bottom layers solid copper and have a copper band around the perimeter of all the other layers.

Stitch all the layers at the board edge together with vias at the appropriate spacing for your clock edge speed.

Terminate the shield to earth or chassis. All connectors with high speed signals should have shields connected to this shield as well

NO PIGTAILS!!
