If I understatnd you correctly, you are referring to VCC pin connections on the PCB (printed circuit board) not the silicon die connections to VCC pins (within silicon package). So to prevent this non-connections (Vcc pin disconnection in CMOS ICs, I would like to suggest use more solder paste on the VCC and GND pads on the PCB as compared to signal pins pads.
How to detect VCC and GND pins disconnections, this is an interesting question. Perhaps microscopic picture of connections to determine disconnections could be used.
