I don't have copies of standards you have mentioned above, however, I shall attempt to comment according to the above cited or given information.

(a) All (future) UPS shall be equipped with an integral single switch . This means there will be one switch, which will be part of UPS circuit. This switch can be some sort of terminal device which can CONTROL several UPS in a given installation(s)
(b) The word reliance refers to some sort of "interconnection" or "interlocking"
