Subject: Signal ground and chassis ground

Are there reasons why the signal ground within a circuit
board should or should not be connected to the chassis
ground (earth)directly? I am thinking about a system
consisting of a chassis with a backplane and plugin cards.
The backplane is secured to the chassis with metal screws.

In this scenario, the above question can be reframed
"Do ALL the mounting screws short the signal ground to the
chassis ground, or only one screw does that?"
