Subject: Fanuc 3t feed problems

I have a '88 Mori cnc lathe and I am out of no where having problems withthe feed control. For instance, we have power surges here alot and everytime the lathe goes done and is restarted, the feed for the G1 command is cut in half almost. at first I thought it was an encoder, but if I turn the feed override switch up to 130-140% the feed is correct. This problem is not always there only if the power goes out for a minute. Now for the past two days it has been getting worse. it will feed good for a few parts and then out of nowhere the feed cuts down. Does anyone have an suggestions for me?
