Subject: Steel pipe deformation

I have a problem with a 34 meter length of pipe that is 1500mm outside diameter and 22mm wall thickness. The allowable tolerance for deformation is 1mm per 1 linear meter. The pipe is deformed at mid length by 35mm. Does the pipe deformation exceed allowable tolerances by 1mm or 18mm.
