Have you considered closing the fuel loop in any way around steam energy output?
Combining measurements of steam temperature, pressure and flow would allow you to quantify the total steam energy exiting the boiler and could be used as the PV in a fuel control loop (with some safety overrides
to revert to simple fuel flow control in the event of one of these 3 signals failing. This would allow you to speed the response of the boiler somewhat to improve the response of the turbine control.
