My experience has found variable pressure operation to be adverse to tight MW regulation. Particularly if the boiler is slow in response. Also, some units with feed pump turbines cannot be operated in variable pressure mode turbine extractions supply steam to feedwater heaters which may not drain properly due to reduced stage pressure.
