I work at a net 1300MW power plant in the protective relay department. We have a similar application where on a loss of power, 13.8KV buses are swapped to another power source providing upper and lower voltage limits and phase angle relationship are within limits. The relay deals with only two diff voltages of 120VAC and is very reliable.
