Which maximal carbon contet may I adopt for MIG welding?

Is the leakage rate through the welding depending on the carbon content/porous welding?

Is a 1 mm carbon steel sheet capable to mantain a 10^-5 10^-4 torr vacuum level for a 10 years lifetime? Outgassing rate of carbon steelis one order higher than stainless steel

Is low carbon steel permeability similar to stainless steel?
