That's a hard one to answer for an unspecified system but here's one not so obvious place to look
- if you have a hi-vac valve operated by bottled gas or a compressor, check that the pressure is high enough to keep the valve closed during roughing. Quite often these valves don't seal properly unless the pressure is just right.
