There are a lot of reasons for film not to adhere to its substrate. You might have to go referring to some vacuum coating books to find out possible reasons.
Here, I will suggest you try coating Ti metal as a under layer before you coat TiN on to a glass substrate. I have not done this before but I think it worths trying.
