Blue layers by sputtering can be prepared based in optical interference.
We have a project on spectrally selective coatings (to coat glass in windows and for thermal collectors) but can be also used as colooured coatings for decorative purposes.
Based in aluminium oxide we have prepared blue coatings, but other nice colors from the visible spectrum can be easily achieved.
