How about a dog killer robot?
I had found that a little artificial intelligence is sometimes more powerful than brute force.
In fact, I have something similar in my roof, where the cats had a fighting arena.
You can use the size of the dogs as a reference, the heat of the body, etc.
It doesn't take too much force to scare a dog.
