I am not sure whether this is still of any help to you or not..but still...

I guess its very simple... you don't need a counter as such though you can design it with a counter...

but i would suggest you to draw a state machine diagram and do it..
if you could send me the proper problem statement i can provide you with tha machine logic and state-diagram also if time permits, i might as well provide you with the circuit diagram...
