Subject: Need schematic for reliable vehicle tracking device

I need a schematic for a vehicle tracking device I can build. I have my garage set up to do some circuit building. I need like the trasmitter that puts out the tracking beeps and the directional receiver antenna. It needs to have a range of 5 to 6 miles, more if at all possible and be fairly accurate and not use to much power. The power thing is because it may be hooked under the chassis of a vehicle for however long it may take. I was wandering the best way to quickly place it under the rear chassis, mabye use a strong magnent?
