first, there is no dumb questions... when you don't know something, everything looks dumb....

to answer your question, why don't you use a LM317... it's a very useful regulator... you can use it as a tension regulator (practicaly without ripple...) or as a constant current regulator... it's a very versatile component... you can use both in the same circuit...

datasheets are easy to find on the net...

it worth giving a test...
