110v is 110v, whatever the earth potentiol is connected, there is still differebces in the uk, building sites still use centre tapped tarnsformers and i believe The HSE still requires max 55v volts live to earth potential for portable power tools, but all control panels use one leg earthed because of problems with relays not deenergising on earth faults, but either way both ways have 110 volts line to line , irresoective of whether centre tapped earth or one leg earthed
