I got a photocopy of the manual by talking to tech support at www.apcc.com. They took over support for these units from HP. There was no charge.

The site wiring light means that something's wrong with the wiring of your AC outlet. You should have it checked.

It's normal for the output to be off when the unit powers up. That's why the light is green instead of red. Push the '1' button to turn on the output. The same button will silence the alarm if it's beeping.
