a simple inelegant method would be to use four latches A,B,C,and D

program :-

put oneshot on the the input ie pbO

unlatch A,B,C and D
when D set and the pbO is Energised

D is set when C set and the pbO is Energised
C is set when B set and the pbO is Energised
B is set when A set and the pbO is Energised
A is set when the pbO is Energised

Lamp 1 switched on by A and off by B
Lamp 2 switched on by B and off by C
Lamp 3 switched on by C and off by D
Lamp 4 switched on by D and off by unlatch D

note:-
The order the rungs are entered is important as the program relies on the program scan.
