Subject: I need help making a hand made low voltage step up transformer

I would like some plans (simple) or instructions to construct a low voltage step up transformer. The type of transformer I am referring to can be found in a practical joke cigarette lighter. These lighters look real but instead of a flame they'll light you up instead. They use a 1.5 volt AA battery and I don't know the voltage at the business end. I would like to build one that uses either a AA battery or a 9volt battery. I'll also need to know how to control the out going voltage. I want it to zing not vaporize the receipient (pesky squirrels).
