Your TEC is 100W @ 7V, so that means your power supply has to supply about 14.3A @ 7V, or 8.33A @ 12V.The easiest way to do this is to use zener diodes with Vbr ~ 7V. The ease of this comes at the expense of wasting energy due to the extra current going through the diodes.To be more sophisticated and conserve energy, use a power transistor to supply the current needed by your thermal module.
