Subject: Plain rebar in Precast concrete VS Stainless rebar in in-situ.

We're planning on building a concrete pier, and there are 2 approaches.
1. Building the entire thing under water. Due to the poor control of placement etc, this will have to be reinforced with stainless steel bars rather than normal steel bars.
2. Precasting it on land using normal reinforcement, and floating the pier to it's location and sinking it.
Do you know of any studies which can prove that using precast methods where the compaction of concrete etc is under strict control is as durable as the underweater method.
